What 4x4 mods are worth it for Oregon terrain?

You’re right about Oregon terrain, I swear it’ll test any rig. If you’re building for hunting and logging roads, just start with good tires and suspension. A good set of all-terrains or mud-terrains, a mild lift (2–3 inches), and upgraded shocks make a big difference.
You can also add recovery gear like a winch and traction boards before worrying about bumpers or lighting. I also found out that skid plates and rock sliders are worth it too, especially in the coastal and Cascade areas where things get slick fast

Depends on your interests. If you plan to rock crawl or otherwise tear up your truck every weekend, then the sky is the limit.
If you just want to get in or out of slick roads, maybe muddy, snowy, or icy, and save a ton of money, get some decent tires and a set of chains.
